承擔大國新責任。除上述在國際事務中發揮引領作用，創新合作發展模式以外，近年來中國在國際政治、安全、發展與全球治理等諸多領域，在力所能及的范圍內，也開始承擔起越來越大的國際責任，發揮著越來越大的作用。在發展與世界各國關系方面，中國堅持在不結盟原則的前提下廣交朋友，在已有基礎上，積極發展新的“伙伴關系國”或提升“伙伴關系國”的層級，截至2016年，中國已與79個國家和3個地區一體化組織建立起不同層級的伙伴關系，構建起全球伙伴關系網絡，顯示出中國正在走出一條超越“休昔底德陷阱”、不依賴對外擴張實現崛起的強國之路。在維護國際公共安全方面，中國積極參與地區熱點問題的管控，推動伊朗核問題談判達成全面協議，致力于朝鮮半島無核化與和平穩定，成功主辦阿富汗問題伊斯坦布爾進程第四次外長會議，與東盟達成“南海行為準則”框架，積極推動烏克蘭問題政治對話進程，深入參與聯合國、亞太經合組織、上合組織等多邊機制框架下的反恐合作，推動在聯合國框架下制定“信息安全國際行為準則”。2015年，中國還宣布加入新的聯合國維和能力待命機制，并建設8000人規模的維和待命部隊。在發展與全球治理領域，中國為推動相關地區與國家經濟持續穩定增長，解決基礎設施建設融資難的問題，于2014年出資設立絲路基金，攜手金磚國家成立金磚國家開發銀行，于2015年發起成立亞洲基礎設施投資銀行。在應對全球問題挑戰方面，中國于2015年向《聯合國氣候變化框架公約》秘書處提交了《強化應對氣候變化行動——中國國家自主貢獻》文件，并為同年12月巴黎氣候變化大會通過《巴黎氣候變化協定》做出了不可替代的貢獻。中國本著建設性態度全面深入參與聯合國2015年后發展議程政府間談判，對于聯合國“2030年可持續發展議程”文件的通過發揮了重要作用。在近期閉幕的“一帶一路”國際合作高峰論壇上，習近平主席在主旨演講中代表中國政府宣布，中國將向絲路基金新增資金1000億元人民幣，在未來3年向參與“一帶一路”建設的發展中國家和國際組織提供600億元人民幣援助，向“一帶一路”沿線發展中國家提供20億元人民幣緊急糧食援助，向南南合作援助基金增資10億美元，向有關國際組織提供10億美元落實一批惠及沿線國家的合作項目。?所有這些都表明，中國正在以實際行動向世界展示以維護世界和平、促進共同發展為己任的負責任大國形象，顯示了中國愿同國際社會一道“共同推進構建人類命運共同體的偉大進程”的真誠愿望與堅定決心。

China's Diplomatic Innovation Led by the Community
of Common Destiny for All Mankind

Abstract: The community of common destiny for all mankind is the China program put forward by the CPC Central Committee with Xi Jinping at its core for solving the major problems related to the fate of mankind. It is also the key idea and action guide to lead China's diplomacy. Under the guidance of this concept, China's diplomatic goals, international positioning, diplomatic ideas and diplomatic practice have undergone significant innovation. Based on the accurate grasp of the general trend of the world and the deep thinking of human destiny, China will make establishing a community of common destiny for all mankind a new goal of China's diplomacy. In order to achieve this goal, China has further clarified its international positions as a "builder of world peace", "contributor to global development" and "maintainer of the international order"; elevated its diplomatic strategy from "keeping a low profile and doing something" to "forge ahead" and "act proactively"; and carried out diplomatic practice innovation featuring playing a leading role, creating a new model of cooperation, and assuming the responsibility as a major power.
